Japan-China: Time to Climb Down

Shintaro Ishihara If ever a case were needed to illustrate reasonable intentions producing unreasonable consequences, the current Senkaku/Diaoyu Islands dispute is a strong candidate. Last April, Tokyo?s erratic governor, Shintaro Ishihara, long associated with causes intended to stir anti-China opinion in Japan, announced his intention to acquire three of the islands from their private owner. There is every reason to believe Ishihara wanted to turn them into a platform for activities to provoke the Chinese dragon and alarm the Japanese people into hostility toward Beijing and eventually rearming Japan. So far, Ishihara is moving Japan toward his objective, ironically with the help of China and without actually having to take over the islands.

The good intentions came from Prime Minister Yoshihiko Noda. Over the past five months he implemented a strategy for the national government to defuse tensions and acquire or ?nationalize? the islands in place of Ishihara. Historians will look back on his leadership and find missteps and a failure to anticipate Chinese reactions accurately, but Noda?s general intent to contain the issue seemed obvious.?

According to a Japanese press report, he further decided on a policy option for maintaining the status quo on the islands in order to avoid provoking Beijing by rejecting options ranging from making beneficial improvements to the lighthouse to garrisoning self-defense forces, something Japan?s administration would entitle him to do.

Moreover, Noda approved a diplomatic reshuffle amid rising tensions and ugly, semi-organized anti-Japanese protests in over a hundred Chinese cities to promote seasoned, skillful diplomats to positions where they might provide adult supervision to the management of ties. (Most unfortunately, the new appointee to Beijing, Shinichi Nishimiya, a good friend and especially able diplomat, died suddenly only a few days after his appointment.)?

Noda also dispatched a special envoy to explain to Beijing the background to his management of the issue. To be sure, Noda did not and should not bend to every Chinese demand, but his policy choices demonstrated general sensitivity to China?s concerns.?

Nonetheless, Beijing has chosen to interpret the prime minister?s decisions as part of a conspiracy to change the status quo. The timing of the nationalization, close to the anniversary of the 1931 Mukden Incident starting the Sino-Japanese war and immediately after a personal warning not to do so by China?s President Hu Jintao, further inflamed the Chinese reaction.?

Beijing insists, on the basis of its own records, that Japan agreed to ?shelve? the dispute over the sovereignty of the islands in exchanges surrounding the normalization of Sino-Japanese relations in 1972 and their bilateral peace treaty in 1978. Japan insists there was no such consensus and that the islands are indisputably Japanese sovereign territory.

Both Tokyo and Beijing are in the midst of highly charged political seasons. China is coming to the conclusion of its decennial leadership transition, with plenty of hints of rough spots in replacing 70 percent of its top officials. Prime Minister Noda of the Democratic Party of Japan (DPJ) is coming to the end of his time in office. Former prime minister Shinzo Abe has just won election to the presidency of the Liberal Democratic Party (LDP) on the basis of tough talk about Japan?s neighbors, and he is well positioned to lead the next, likely coalition, government after nationwide elections that are expected ?soon.? So leaders on both sides are guarding their patriotic flanks and sacrificing relations with each other to that end.

It is time for China and Japan to take stock of the changed environment and make plans for how they will climb down from the current confrontation. Official Chinese spokesmen have demanded a return to the status quo ante, but they have not so far specifically demanded that Noda undo the deal he made for the purchase of the islands. This may provide a small opening for a rhetorical compromise.

Japan has said that it never acknowledged officially that China has a claim on the islands, but rather rejected the notion. Past bilateral arrangements to return Chinese fishermen who were found in Japanese waters without trial were only about how to handle violations by fishermen after the fact, not an indication that Japan was acknowledging that its law did not apply in the island?s territorial waters. (In the previous flare-up in the islands in 2010, the Chinese became particularly irate that a ship captain was to be tried in a Japanese court, before the captain was released.)

An uncomfortable truth is that after returning the islands to Japanese ?administration? in 1972, the United States has consistently stated that it takes no position on the ultimate disposition of the islands, but that since they are administered by Japan, the Mutual Security Treaty would apply to protecting them. Thus, Washington has implicitly endorsed the notion that there is a dispute?something Tokyo is now rejecting?even as it promises to help Japan hold onto the islands.

It is of course quite normal in territorial disputes for the party in control of the territory to deny that it is disputed. A case could be submitted to the International Court of Justice for arbitration, but usually the party in possession will not agree to do so out of concern it would imply doubt about the claim.

In the case of the Senkaku/Diaoyu Islands, there may be one more step a forbearing Noda can take to defuse the current tensions. A senior authoritative figure in the government can publicly reiterate that Japan?s claim and administration are beyond dispute, but note that Tokyo does not deny that others (China and Taiwan) dispute this. Or Japanese officials can assert that they do not believe the status quo has changed, and then conduct Coast Guard and other activity near the islands as they did before the crisis erupted. This may allow Beijing to step back from the daily barrage of tough rhetoric and admit that the status quo ante has been restored. If Beijing rejects the gesture in its direction, then the onus shifts to China.

China, once it is past the sensitive leadership conclaves about to occur, has good reason to stop damaging its relations with Japan through a bullying posture that is undermining its effort to develop ?soft power,? and to calm relations in its neighborhood. Moreover, both Japan and China have rapidly expanded their economic interdependence in recent years and neither need to add to the opportunity costs of a deepening political chill, let alone drift into something hotter.

For instance, when you are buying foods at the market, be sure to read the label carefully. When you are on a low carbohydrate diet, not more than 15% of the total energy from your diet should be attributed to carbohydrates.

You can start with some easy changes before you make any drastic ones. It is important to make sure that you change over very slowly. There are many different types of low carbohydrate diets, and you will have to choose the kind of diet that you want for yourself. You can use a low carb food pyramid to pick out specific foods from the list.

Low fat carbohydrate foods are helpful in controlling your weight and obesity. Such foods also protect your heart from damage and have a low glycemic index as well. Some examples of these low carbohydrate foods are given below:

Lettuce, spinach and other leafy greens
Carrots
Green beans
Tomatoes
Broccoli
Cucumbers
Snow Peas, green peas, snap peas
Bean sprouts
Celery

A low carbohydrate diet is a high fat diet. Most people feel that a low carbohydrate diet is the easiest and simplest way to get rid of excess weight. It is important that you check with your doctor before going on such a diet. Low carbohydrate diet foods include the following:
Fruits: Peaches, strawberries, avocadoes, black berries, blue berries etc. ? these are permissible if in limited quantities.
Herbs and Spices: Basil, oregano, thyme, garlic, pepper etc. ? limit these to one to two tablespoons.
Dairy: Heavy cream, cream cheese, butter, full fat sour cream, full fat cheeses ? keep intake to one to two ounces a day.
Proteins: Pork products, beef, seafood, eggs, lamb, poultry and unsweetened whey protein.
Nuts and Seeds: They should be raw or roasted dry. Cashew nuts, peanuts, walnuts, pine nuts, pistachios, almonds, sunflower and flax seeds are good options.
Vegetables: These should again be eaten in limited quantities ? leafy greens, mushroom, sea vegetables, leek, eggplant, squash, sprouts, pumpkin, celery etc.
Condiments and Sauces: Avoid those with added sugar and keep quantities in check for the following: mustard, mayonnaise, tartar sauce, hot sauce, broth.
Foods that contain white flour and sugar are not included in a low carbohydrate diet.

Low carbohydrate snacks are those that contain hardly any carbohydrates. It is important to stock up on such snacks as they are nutritious and healthy and a good to reach for if you feel hungry in between meals. Low carbohydrate snack foods are easy to make and are delicious too. Try out the ones given below.

Raw vegetables with spinach dip
Low carbohydrate shakes (substitute ice cream with heavy cream or cream cheese or whipped cream.)

Wildfires threaten homes in northern Rockies, eastern Cascades

(Reuters) - Wildfires burning across the northern Rockies threatened hundreds of homes on Monday in Idaho, Wyoming and Montana, while firefighters in Washington state scrambled to battle scores of blazes sparked by weekend lightning storms across the eastern Cascades.

No injuries were reported across the four western states on Monday. Hundreds of people have been displaced by fires in the region, and hundreds more were advised to be ready to flee at a moment's notice, including residents in the resort of Jackson, Wyoming, at the foot of the Grand Tetons.

The National Interagency Fire Center in Idaho reported nearly 30 large, uncontained wild-land blazes being fought nationwide on Monday, mostly in the West, in a destructive season that far surpasses the 10-year average for acreage burned in the year to date.

One of the most immediate threats to populated areas was a wind-stoked fire that has destroyed an unspecified number of dwellings and forced the evacuation on Sunday and Monday of 500 people near Casper, Wyoming.

The blaze on Casper Mountain south of the city had doubled in size to 10,000 acres since erupting on Sunday from unknown causes and was being spread quickly by winds gusting to 60 miles an hour, Casper Fire Department spokesman Bob Fawcett said.

About 250 miles across the state to the west, a smaller fire suspected to be caused by humans raged near the popular tourist destination of Jackson Hole, prompting authorities to place at least 1,600 property owners on standby for possible evacuation.

That blaze, dubbed the Little Horsethief, erupted on Saturday and had raced by Monday across more than 2,000 acres of the Bridger-Teton-National Forest, engulfing towering trees and torching sagebrush and grasslands.

SMOKE BILLOWS OVER WYOMING ARTS FESTIVAL

Emergency officials said the fire forced the closure of hiking trails and other operations in and around the Snow King Resort, a ski area with a conference center and luxury hotel perched above downtown Jackson.

Columns of smoke towered over Jackson, where an annual fall arts festival that draws artists and collectors from around the world was in full swing on Monday.

Farther northwest, a lightning-caused fire led authorities in Montana to issue evacuation notices for 400 homes and business on the outskirts of Hamilton, about 40 miles south of Missoula in the Bitterroot National Forest.

The so-called Sawtooth Fire has consumed some 1,300 acres of mountainous pine woodlands and grasses since it erupted on August 30, fire information officer Chris Fox said.

The blaze outside Hamilton was burning about 50 miles north of where a larger conflagration in Idaho has forced the evacuation of 400 other properties along a stretch of U.S. Highway 93, including the tiny towns of North Fork and Gibbonsville, along the border with western Montana.

The Mustang Complex Fire has devoured at least 280,000 acres of pine forests since it grew from several separate lightning-sparked blazes in late July in remote stretches of the Salmon-Challis National Forest.

Although flames advanced to within a few miles of populated areas there on Monday, no structures were reported lost so far.

Fresh wildfire threats were not confined to the Rockies.

Thunderstorms that rolled through north-central Washington state starting on Saturday evening and continuing through Sunday afternoon unleashed at least 3,000 lightning strikes, triggering more than 100 fires across a four-county area on the eastern slopes of the Cascade Mountains.

The most menacing of those fires had scorched just 500 acres by Monday, but prompted the evacuation of 180 homes in foothills west of the town of Wenatchee. A larger fire that has charred 6,500 acres led authorities to order 20 homes evacuated near the nearby small town of Entiat.

Rare genetic disease offers insight into common cancers

ScienceDaily (Sep. 4, 2012) ? Fanconi anemia is a recessive genetic disorder affecting 1 in 350,000 babies, which leaves cells unable to repair damaged DNA. This lack of repair puts Fanconi anemia patients at high risk for developing a variety of cancers, especially leukemias and head and neck cancer.

Cruelly, the condition also nixes the use of an entire class of cancer drugs, namely drugs like mitomycin C, by encouraging DNA to crosslink together like sticky strands of bread dough -- generally, healthy cells can repair a few crosslinks whereas cancer cells cannot and so are killed. However, Fanconi anemia patients are unable to repair the damage done to healthy or cancerous cells done by these drugs and so treatment with mitomycin C is frequently fatal.

A University of Colorado Cancer Center study funded by the Fanconi Anemia Research Fund explored the effectiveness of a novel agent in preventing cancer in this population -- namely, resveratrol as found in red wine. The results of this study will be presented at the 24th annual Fanconi Anemia Research Fund Scientific Symposium, September 27-30 at the Grand Hyatt Hotel in Denver, Colo.

In fact, the findings may go far past Fanconi anemia.

"One of the Fanconi genes that is lost is BRCA2 -- the same genetic loss that causes many breast cancers," says Robert Sclafani, PhD, investigator at the University of Colorado Cancer Center and professor of biochemistry and molecular genetics at the CU School of Medicine. "So one mystery is why Fanconi anemia patients don't get breast cancer. In Fanconi, every cell in the body is missing that gene -- Fanconi is a very rare thing but it's telling us something about cancers that aren't so rare."

Sclafani's had already shown the effectiveness of resveratrol in treating head and neck cancer, and in this study explored the effect of resveratrol in Fanconi cell lines -- could it prevent cancer by eliminating the cancer cells in Fanconi patients?

"It turns out that regular Fanconi cells aren't sensitive to resveratrol in the way they're sensitive to drugs like mitomycin C," Sclafani says. Instead, Sclafani hopes that additional mutations found in Fanconi head and neck cancer cells but not in regular Fanconi cells will make the cancer cells sensitive to resveratrol in a way normal Fanconi cells are not. His recent results will be presented at the upcoming meeting.

"It's an interesting population," says Sclafani, "and one that may hold information about many kinds of cancer."

Calls made with the phone sound clear, though voices can have a slightly robotic quality. I had no trouble connecting to a?Jawbone Era?Bluetooth headset and calls sounded fine. Samsung uses the powerful Vlingo app for voice dialing here instead of the usual Android option. It allows you to dictate texts messages and issue other commands by voice.

Battery life is good, at 6 hours and 54 minutes of talk time over 3G. But turn on 4G, and that number drops considerably, even when you aren't using the phone. You'll probably only want to connect to 4G when you know you're going to use it.

As we discovered in our testing for the?Fastest Mobile Networks, Sprint has the slowest 3G speeds of all the carriers we tested. That means that all 3G-only Sprint, Boost, and Virgin phones are running at some pretty challenged data speeds. Thankfully, 4G WiMAX support offers the Galaxy S II a nice boost. Unfortunately, WiMAX speeds on the Galaxy S II were not as impressive as the speeds I saw on the EVO Design 4G, Boost's other WiMAX phone.

I didn't have the EVO Design on hand to test against the Galaxy S II, so I used the Clear Spot Voyager?, which runs on the same WiMAX network. Upload speeds were similar on both devices, but the Clear Spot Voyager consistently pulled ahead on downloads, which leads me to believe the GS II's modem is a bit on the slow side.

Also, while WiMAX will get you faster data speeds, keep in mind that it isn't available everywhere the same way that 3G is. Make sure you're covered before factoring it into your decision.
