Green Blog: A Cry of Frustration at Delhi's Sustainable Summit

NEW DELHI ? Once more, frustration with stymied efforts on climate change has emerged as a major theme at an international conference on the planet?s health. Opening the 13th annual Delhi Sustainable Development Summit conference this week, India?s prime minister noted that similar sentiments surfaced last year at the United Nations Rio+20 meeting, which marked the two-decade anniversary of a landmark Earth Summit in Rio de Janeiro.

Rio+20 was a ?poignant reminder that the ambitious goals that we had set for ourselves?? are ?far from being realized,??Prime Minister Manmohan Singh told the heads of state, government ministers and delegates gathered here on Wednesday.

In a panel discussion on the theme ??Defining the Future We Want,?? Jean Charest, a former premier of Quebec, suggested that states, cities and provinces are now addressing climate change in ways that many national leaders are not. Maybe heads of state and national legislatures can be ?embarrassed into action by other levels of government,? he said.

Quebec has led the way nationally in Canada by adopting tighter auto car emission standards, just as California has been a pathbreaker in the United States.

John Prescott, a former British deputy prime minister and member of Parliament, spoke angrily about the slow pace of change and the need for political will. ?We can?t continue talking at all these conferences!? he declared from the podium.

Mr. Prescott even sniped at last week?s World Economic Forum in Davos and its theme of ?resilient dynamism.? ??What the hell does that mean?? he asked. The most important global issue, he said, is at hand here in New Delhi ?This is the place where it really matters,?? he said.

With a rapidly growing population of 1.2 billion already stretching the country?s resources, sustainability is a pressing matter in India. Like other developing countries, it already bears much of the brunt of global climate change, including weather extremes like drought and severe flooding as well as severe pollution.

In Asia over all, some 650 million people in Asia lack access to clean fuel for cooking and heating and tend to rely on fires made from wood and dung, emitting soot that contributes significantly to global warming.

No country or region can address the risks posed by climate change wholly on its own, Prime Minister Singh told the conference delegates. The challenge ?can only be tackled through coordinated global action,?? he said. ?It is therefore crucial to look at sustainable development from a global rather than a purely national perspective.??

Defiant Iran plans to speed up nuclear fuel work

VIENNA (Reuters) - Iran has announced plans to install and operate advanced uranium enrichment machines, in what would be a technological leap allowing it to significantly speed up activity the West fears could be put to developing a nuclear weapon.

In a letter to the International Atomic Energy Agency, Tehran said it would introduce new centrifuges to its main enrichment plant near the central town of Natanz, according to an IAEA communication to member states seen by Reuters.

The defiant move will increase concerns in the West and Israel about Iran's nuclear ambitions, which Tehran says are entirely peaceful, and may further complicate efforts by big powers to negotiate curbs on its enrichment program.

The United States said on Thursday that installation of new Iranian centrifuges would be a "provocative step".

"This does not come as a surprise," White House spokesman Jay Carney told reporters in Washington. He said the introduction of these machines would result in Iran's further isolation by the international community.

Enriched uranium can fuel nuclear power plants, Iran's stated aim, or provide material for bombs if refined to a high degree, which the West suspects is Tehran's underlying purpose.

A new generation centrifuge could, if successfully deployed, refine uranium several times faster than the model Iran now has.

"It is certainly a provocation to increase any enrichment capacity at all," a senior Western diplomat said.

It was not clear how many of the upgraded centrifuges Iran aimed to put in place at Natanz, which is designed for tens of thousands of machines, but the wording of the IAEA's note implied it could be up to roughly 3,000.

Analysts say U.N. sanctions have limited Iran's access abroad to special steel and other components needed to produce sophisticated enrichment machines in larger numbers. Iran says it is able to manufacture them domestically.

Iran has for years been trying to develop centrifuges more efficient than the erratic 1970s IR-1 model it now uses, but their introduction for full-scale production has been dogged by delays and technical hurdles, experts and diplomats say.

Iran's announcement coincides with wrangling between Tehran and six world powers over when and where to meet next, delaying a resumption of talks aimed at reaching a negotiated deal and avert a new Middle East war.

European Union foreign policy chief Catherine Ashton, who handles contacts with Iran on behalf of the big powers, said in Brussels on Thursday that she was "confident there will be a meeting soon," without elaborating.

The powers - the United States, France, Germany, Britain, Russia and China - want Iran to scale back its enrichment to ensure it remains within peaceful dimensions and submit to stricter U.N. nuclear inspections.

"We along with the other U.N. Security Council members have called upon the Iranians to freeze enrichment work during negotiations," Russian Foreign Minister Sergei Lavrov was quoted as saying by Interfax news agency.

Western states have intensified the sanctions pressure on Iran over the past year, targeting its lifeline oil sector. This has inflicted increasing damage to Iran's economy but its clerical leadership is showing no sign of backing down.

Israel, believed to be the Middle East's only nuclear-armed state, has hinted at possible military action against Iran if sanctions and diplomacy fail to resolve the nuclear stand-off.

Signaling impatience, Israeli government spokesman Mark Regev said: "While the world continues to talk about setting a time and place for the next meeting with Iran, Tehran continues to race toward building a nuclear bomb."

GAME CHANGER?

Iran asserts a right to enrich uranium for peaceful purposes and has repeatedly refused to halt the work, a stance underlined anew by its new centrifuge plans. Centrifuges spin at supersonic speed to increase the ratio of uranium's fissile isotope.

Iran said it would use the new model at a unit in Natanz, where it is now refining uranium to a fissile concentration of up to five percent, according to the IAEA's communication.

The IAEA "received a letter from the Atomic Energy Organization of Iran (AEOI) dated 23 January 2013 informing the Agency that 'centrifuge machines type IR2m will be used in Unit A-22' at the Fuel Enrichment Plant (FEP) at Natanz," it said.

The IAEA said it had asked Iran, in a letter earlier this week, to provide technical and other information about the plans. A unit can house more than 3,000 centrifuges.

About 10,400 IR-1 centrifuges were installed at Natanz as of late last year, an IAEA report said in November, but diplomats in the Austrian capital said they expected a jump in that figure in the next update from the U.N. agency due around February 22.

The nuclear watchdog, whose mission it is to prevent the spread of nuclear weapons in the world, regularly inspects Natanz and other, declared Iranian nuclear sites.

Nuclear expert Mark Fitzpatrick of the International Institute for Strategic Studies think-tank said that employing more efficient centrifuges at Natanz could be "a most unfortunate game changer," depending on how many there were.

"Using the IR-2m in large numbers would enable Iran to enrich uranium much faster," Fitzpatrick said.

Iran says it refines uranium to power a planned network of nuclear energy plants. But just one of these plants would take many years to complete, raising many questions abroad about the motivations of a major oil and gas producer speeding up its accumulation of enriched uranium and, since early 2010, refining to a level beyond the 5 percent suitable for civilian energy.

57 rhinos killed in South Africa so far this year

JOHANNESBURG (AP) ? Officials in South Africa say that 57 rhinos have been killed by poachers across the country so far this year.

The Department of Environmental Affairs said Thursday that recent floods in Kruger National Park, thick vegetation and two weeks of bright moonlight contributed to the high number of deaths.

The department said 18 suspected poachers have been arrested this year.

A record 668 rhinos were killed in South Africa in 2012, an increase of nearly 50 percent over the previous year. Demand is growing in Vietnam and elsewhere in Asia where rhino horn is believed to have medical benefits despite evidence to the contrary. The horn is made of keratin, a protein also found in human fingernails.

Elephant poaching ? for the beasts' ivory tusks ?is also rising across Africa.

Xbox hack brings heavily armed cops to frightened family's home

Responding to a report about a hostage situation that included one dead, police officers descended on a home in Oviedo, Fla. late Wednesday night, guns drawn. Inside they found a terrified family of four, who had been asleep???and safe???at least until they heard the doorbell ring and saw the rifle barrel poke through the front door.

Seeing what appeared to be ?an arsenal,? the father of the unidentified?family told Orlando?s Channel 9?that he and his wife?assumed they?were victims of a home invasion. ?They have rifles, they have guns, and I said, 'Let's get out of the house,' so we ran down the hallway and got our two boys up."

The family?were not hostages, but they were victims, people who?mistakenly ended up?on the receiving end of a dangerous hoax called ?swatting.? The criminal prank ? the type of which is increasingly common ??all began because the address where the family lived was scraped from an out-of-date Xbox account.

Earlier that evening, police received a call from another Oviedo resident, a teen?reporting that his Xbox had been hacked.

Lt. Mike Beavers, the Oviedo police spokesman, told NBC News that prior to accessing the Xbox user's account, the hackers attempted to extort the teen for one of is map packs, a downloadable extension gamers can purchase to add functionality to popular multiplayer games.

"They?they were trying to get the young man to give them a copy of what he?had?purchased, and they said if he?didn't,?they were going to cause the police to come to his?house?by?calling?in?a?bomb?threat," Beavers said.?When the teen didn't comply, the Xbox player?s tormentors apparently?accessed his account where they found an address.

Shortly after the gamer reported his encounter with the hackers to the Oviedo?police, AT&T contacted the department, stating the company had received online messages from someone?claiming to be at an?unrelated?home. The messages said that??someone had been killed at that location and others were being held hostage,? according to the police report.?

Police?later?confirmed that this was the former?home?of?the?harassed?gamer.?The?hackers, having obtained the old address,?had?called?in?the?threat?as?retaliation,?sending?police?to?the?unsuspecting?? and totally?unaffiliated???family.?

Lt. Beavers told NBC News that this is the first time his department has encountered this sort of crime, which led to some very tense moments for both the police and the family. "We?were?told?someone?had?been?killed,?and?others?were?still?held?hostage,"?he?confirmed.?"This?really?puts?the?responders?on?high?alert.

Unfortunately, this dangerous hoax is not uncommon. In 2008, the FBI issued a warning about ?swatting,? which it describes as ?faking an emergency that draws a response from law enforcement???usually a SWAT team.?

?Needless to say, these calls are dangerous to first responders and to the victims,? the FBI?report reads. ?The callers often tell tales of hostages about to be executed or bombs about to go off. The community is placed in danger as responders rush to the scene, taking them away from real emergencies. And the officers are placed in danger as unsuspecting residents may try to defend themselves.?

"This sort of prank???and?I hesitate to call it a prank, because it?s very scary ??seems to?be a rising trend among malicious teenagers,"?Chester Wisniewski, senior security adviser?at Sophos, a security firm, told NBC News.

?The only thing new in this case is the Xbox,? said Wisniewski. "Most often, it?s people forging a caller ID phone number and calling emergency services." Then, for example, the 911 operator sends responders to the address connected to the forged caller ID. Accessing an Xbox account and then emailing a false crime report via AT&T just makes it seem more high tech.

Wisniewski warns that we digitally store plenty of vital information?such as street addresses that?can easily?be exploited for material gain or malicious intent. The danger, he?says, is not keeping all your online accounts as secure as possible.??People don?t realize that your Amazon account or Xbox account has a lot of information that can be used against you.?

However, perpetrators of hacks and hoaxes may be just as vulnerable to inadvertent information leak.

?When you?re talking about kids pranking kids, the attackers are not all that sophisticated,? said ?Wisniewski.?In the case of the Oviedo attack,?the Xbox user was able to furnish police with Twitter accounts and gamer tags?associated with his?victimizers.

According to Lt. Beavers, the Xbox victim in this case, "had?already done a little work of his own and provided the officers with information,?including?Twitter names, game?accounts?and?IP information."??Once?the?computer?behind the extortion and hoax are identified, it comes down to "putting the person behind that computer?and?actually proving he did it."

New study sheds light on link between dairy intake and bone health

Feb. 1, 2013 ? A study by researchers at the Institute for Aging Research (IFAR) at Hebrew SeniorLife, an affiliate of Harvard Medical School (HMS), has found that dairy intake -- specifically milk and yogurt -- is associated with higher bone mineral density (BMD) in the hip, but not the spine. Cream, on the other hand, may be associated with lower BMD overall. Published February 1 in the journal Archives of Osteoporosis, these findings suggest that not all dairy products are equally beneficial in promoting bone strength.

"Dairy foods provide several important nutrients that are beneficial for bone health," says lead author Shivani Sahni, Ph.D., Musculoskeletal Research Team, IFAR. "However, cream and its products such as ice cream have lower levels of these nutrients and have higher levels of fat and sugar. In this study, 2.5 -- 3 servings of milk and yogurt intake per day were associated with better bone density. More research is needed to examine the role of cheese intake (some of which can be high in fat and sodium), and whether individual dairy foods have a significant impact in reducing fractures."

IFAR researchers based their findings on data collected from a food frequency questionnaire completed by 3,212 participants from the Framingham Offspring study. They then compared participants' dairy intake with BMD measurement, which revealed the benefits of milk and yogurt versus cream in largely middle-aged men and women. According to the study, nutrient composition varies among dairy foods. Choosing low-fat milk or yogurt over cream can increase intake of protein, calcium and vitamin D while limiting intake of saturated fats.

This study is an example of a growing area of research focused on the relationship between nutrition and bone health. Past studies suggest that dairy products contain more than one beneficial nutrient, and for this reason certain dairy products may contribute towards maintaining healthier bones.

Research like this supports the idea that proper nutrition can help combat osteoporosis and fractures. Osteoporosis is considered a major public health threat for an estimated 44 million Americans, or half of those aged 50 and older.

? An estimated 10 million in the U.S. already have the disease. Women are at higher risk than men.

? Another 34 million Americans have low bone density, putting them at increased risk for osteoporosis and fractures, especially of the hip, spine and wrist. About one-quarter of those who suffer a hip fracture die within a year of the injury.

? Osteoporosis-related fractures were responsible for an estimated $19 billion in health care costs in 2005, with that figure expected to increase to $25 billion by 2025.

Co-authors on the study include, Katherine L. Tucker, Ph.D.; Douglas P. Kiel, M.D., M.P.H.; Lien Quach, M.P.H, M.S.; Virginia A. Casey, Ph.D.; Marian T. Hannan, D.Sc., M.P.H.
