Arizona declines to set up state-based health insurance exchange

PHOENIX (Reuters) - Arizona Governor Jan Brewer, an ardent critic of President Barack Obama's push to overhaul the U.S. healthcare system, said on Wednesday she was rejecting a new federal mandate to establish a state-based health insurance exchange under the U.S. Affordable Care Act.

Citing lingering unanswered questions about the exchanges and concerns about high costs she said would be passed on to Arizona families and small businesses, Brewer, a Republican, said her state would opt instead for a federally run exchange.

Such networks, designed to function as online insurance markets where consumers can shop for private coverage at federally subsidized rates, are an integral provision of the act, a centerpiece of Obama's first term in office.

Why the Art World Is So Loathsome

Freud said the goals of the artist are fame, money, and beautiful lovers. Based on my artist acquaintances, I would say this holds true today. What have changed, however, are the goals of the art itself. Do any exist?

How did the art world become such a vapid hell-hole of?investment-crazed pretentiousness? How did it become, as Camille Paglia has recently described it, a place where ?too many artists have lost touch with the general audience and have retreated to an airless echo chamber?? (More from her in a moment.)

There are sundry problems bedeviling the contemporary art scene. Here are eight that spring readily to mind:

1. Art Basel Miami.

It?s baaa-ack, and I, for one, will not be attending. The overblown art fair in Miami?an offshoot of the original, held in Basel, Switzerland?has become a promo-party cheese-fest. All that craven socializing and trendy posing epitomize the worst aspects of today?s scene, provoking in me a strong desire to start a Thomas Kinkade collection. Whenever some hapless individual innocently asks me if I will be attending Art Basel?even though the shenanigans don?t start for another two weeks, I am already getting e-vites for pre-Basel parties?I invariably respond in Tourette?s mode:

?No. In fact, I would rather jump in a river of boiling snot, which is ironic since that could very well be the title of a faux-conceptual installation one might expect to see at Art Basel. Have you seen Svetlana?s new piece? It?s a river of boiling snot. No, I?m not kidding. And, guess what, Charles Saatchi wants to buy it and is duking it out with some Russian One Percent-er.?

2. Blood, poo, sacrilege, and porn.

Old-school ?70s punk shock tactics are so widespread in today?s art world that they have lost any resonance. As a result, twee paintings like Gainsborough?s Blue Boy and Constable?s Hay Wain now appear mesmerizing, mysterious, and wildly transgressive. And, as Camille Paglia brilliantly argues in her must-read new book, Glittering Images, this torrent of penises, elephant dung, and smut has not served the broader interests of art. By providing fuel for the Rush Limbaugh-ish prejudice that the art world is full of people who are shoving yams up their bums and doing horrid things to the Virgin Mary, art has, quoting Camille again, ?allowed itself to be defined in the public eye as an arrogant, insular fraternity with frivolous tastes and debased standards.? As a result, the funding of school and civic arts programs has screeched to a halt and ?American schoolchildren are paying the price for the art world?s delusional sense of entitlement.? Thanks a bunch, Karen Finley, Chris Ofili, Andres Serrano, Damien Hirst, and the rest of you naughty pranksters!

Any taxpayers not yet fully aware of the level of frivolity and debasement to which art has plummeted need look no further than the Museum of Modern Art, which recently hosted a jumbo garage-sale-cum-performance piece created by one Martha Rosler titled ?Meta-Monumental Garage Sale.? Maybe this has some reverse-chic novelty for chi-chi arty insiders, but for the rest of us out here in the real world, a garage sale is just a garage sale.

3. Art a la mode.

The growing mania for melanging fashion with art is great for the former, but it has been a gravitas-eroding catastrophe for the latter. The world of style is ephemeral and superficial by nature. Art, real art, fabulous art, high art, must soar and endure and remain unencumbered by the need to sell handbags and blouses. Example: Selfridges recently strapped a massive effigy of dot-queen Yayoi Kusama to the front of the store in celebration of her new collaboration with Louis Vuitton. Similar installations took place at Vuitton stores worldwide. There was no downside for the historic department store or for Maison Vuitton. From a fashion point of view the entire project was memorable and rather marvelous. But what about Art? Did the excitable hordes of tourists who were sticker-shocking their way through the spotty merchandise have any notion that they were scrutinizing the oeuvre of a so-called great artist? Did they, as a result, schlep to the Whitney to see the Kusama exhibit? And what of Ms. Kusama herself? How is the poor luv fairing after being dragged up Rodeo Drive and down 57th Street? Just as well she is already in a nut house. (She voluntarily committed herself to a psychiatric hospital in 1977 and has lived and made art there ever since.)

4. The post-skill movement.

?No major figure of profound influence has emerged in painting or sculpture since the waning of Pop Art and the birth of Minimalism in the early 1970s,? writes Camille P. But what about those annoying YBAs, the young British artists, the folks that noted U.K.-based art critic Brian Sewell has wickedly and accurately dubbed ?The Post-Skill Movement?? Are they profound or influential?

As a window dresser (recently retired) who pursued his craft for more than 40 years, I have always taken a keen interest in art. I have occasionally collaborated with artists?Warhol, Rauschenberg, Mapplethorpe, Candyass?all the while enjoying the freedom of not being an artist myself. I always saw my work as a combo of street theater and Coney Island sideshow. This allowed me to switch styles and try anything without ever feeling the need to create profundity or permanence. Example: I am probably the only person on Earth to have incorporated?back in the ?70s?colostomy bags into a designer clothing display. Did it mean anything? Was it ART? No, emphatically, no! A nurse friend gave me large stash of dead-stock unused bags, and I felt compelled to rescue them, which is another way of saying that I had not prepared anything for my window installation on that particular week and was glad to take receipt of a ready-made prop.

For years I happily free-associated with my papier-m?ch?, my props, and my found objects ? and then something weird happened. Artists put down their brushes and stole my objets trouves, my staple guns and glue guns. I first noticed the trend at the 1997 Sensation show at the Royal Academy in London. Enter the Post-Skill Movement.

With its Damien Hirst vitrines, Tracey Emin camping vignettes, and Sarah Lucas found-object tableaux, this landmark show was like one giant Barneys window. This realization brought me no satisfaction: ?If art is morphing into display, then what the hell are we window dressers supposed to plonk into our constantly changing vignettes?? I asked myself as I gazed at Jake and Dinos Chapman?s defiled window mannequins. I felt like a professional hooker who is no longer sure what to wear because all the regular respectable ladies are now dressing like sluts. (Which, by the way, they are.)

In a desperate search of some gravitas and some skill, I fled the Sensation tableaux and ran next door to the adjacent, and infinitely more artful, Victorian Fairy Painting exhibit. FYI, the catalog for this strange and significant show is still available and makes a lovely holiday gift.

5. The flight of craft.

As stated above, a lack of skill and craft among artists is sucking the life and the gravitas out of the art world. There are, thank God, still some artists and designers who are bucking this trend and making gorgeous stuff. You won?t find it at trendy galleries or at Art Basel. You are more likely to find it among the potters and craftsmen on Etsy. My favorite artists at the moment work in the field of illustration and applied art: Examples include Ruben Toledo, John-Paul Philippe, and Malcolm Hill. ?

6. Adderall a go-go.

Short attention spans have made art into one quickie sight gag after another. Is that an oversized Tiffany bag? No, it?s a metal sculpture by Jonathan Seliger. Gotcha! Clearly, in our frenetic, technology-obsessed age we have lost the ability to contemplate and are interested only in visual puns. Camille to the rescue: Glittering Images?I keep banging on about her book, but only because it?s so fantastic?is an invitation to think, to scrutinize, to gaze, to stare, to shut the fuck up, to learn, and to self-cultivate. La Paglia dares to take us beyond the high jinks of contemporary art and refocuses our Internet-scrambled brains on the pure uncynical contemplation of high art. Surrender to her!

7. Dollars and shekels and rubles.

My father-in-law, Harry Adler, was a committed, ferocious, lifelong passionate artist who produced a massive body of work in all mediums. However, I never once remember him holding up a painting or a drawing and asking, ?How much d?ya think I could get for this?? Unfettered by the impulse to grease his creative journey with financial validation, he pursued his art with freedom and authenticity.

?Today?s successful artists, on the other hand, seem obsessed with money. How, you may ask, does this jive with the artist?s bohemian esprit? In the age of Occupy, when the 1 percent are so reviled, how do groovy, liberal, and, one assumes, democratic dealers and artists rationalize their politician-like reliance upon, and coziness with, the super-wealthy??

?Aha!? I hear you artists say. ?But what about fashion? Aren?t fancy designers and retailers reliant on exactly the same group?? To which I reply, ?Exactly my point. Fashion has no lofty goals. It?s about buying a dollop of transformative glamour and a jolt of prestige. Should art not aspire to more than that??

8. Cool is corrosive.

The dorky uncool ?80s was a great time for art. The Harings, Cutrones, Scharfs, and Basquiats?life-enhancing, graffiti-inspired painters?communicated a simple, relevant, populist message of hope and flava during the darkest years of the AIDS crisis. Then, in the early ?90s, grunge arrived, and displaced the unpretentious communicative culture of the ?80s with the dour obscurantism of COOL. Simple fun and emotional sincerity were now seen as embarrassing and deeply uncool. Enter artists like Rachel barrel-of-laughs Whiteread, who makes casts of the insides of cardboard boxes. (Nice work if you can get it!)

A couple of decades on, art has become completely pickled in the vinegar of COOL, and that is why it is so irrelevant to the general population.

Enough kvetching. Let?s end on a positive note. Not every blue-chip artist today is shoving his poo into tins and calling it art. I love me a little Nick Cave and an occasional Jeff Koons. And here?s the great news: While we wait for the art world to change direction and seek out a more meaningful place in our lives, there are no shortage of chuckles to be had. The landscape of art has never been more vast or intriguingly bonkers. The pretentions and foibles, to mention nothing of the gobbledygook theoretical justifications that accompany all the neo-Duchamp-ian bollocks, provide many occasions for amusement, mockery, and parody. If Jacques Tati were alive today he would have unwittingly blundered round that ?Meta-Monumental Garage Sale? looking for a new raincoat. On his way home, he would have popped into a travel agent and booked his flight to Miami.

Egypt's Islamists race to approve new constitution

CAIRO (AP) ? Islamists on Thursday rushed to approve a draft constitution for Egypt without the participation of liberal and Christian members, aiming to pre-empt a court ruling that could dissolve their panel and further inflaming the clash between the opposition and President Mohammed Morsi.

The move advances a charter with an Islamist bent that rights experts say could give Muslim clerics oversight over legislation and bring restrictions on freedom of speech, women's rights and other liberties.

The assembly that has been working on the constitution for months raced to pass it in a single marathon session that continued past midnight, with members voting article-by-article on the more than 230-article draft. The lack of inclusion was on display in the nationally televised gathering ? of the 85 members in attendance, there was not a single Christian and only four women, all Islamists. Many of the men wore beards, the hallmark of Muslim conservatives.

For weeks, liberal, secular and Christian members, already a minority on the 100-member panel, have been withdrawing to protest what they call the Islamists' hijacking of the process.

The sudden rush to finish came as the latest twist in a week-long crisis pitting Morsi and his Islamist supporters against a mostly secular and liberal opposition and the powerful judiciary. Voting had not been expected for another two months. But the assembly abruptly moved it up in order to pass the draft before Egypt's Supreme Constitutional Court rules on Sunday on whether to dissolve the panel.

To come into effect, the draft must be passed in a nationwide referendum, which Morsi said Thursday will be held "very soon."

"I am saddened to see this come out while Egypt is so divided," Egypt's top reform leader, Nobel Peace laureate Mohamed ElBaradei said, speaking on private Al-Nahar TV. But he predicted the document would not last long. "It will be part of political folklore and will go to the garbage bin of history."

A new opposition bloc led by ElBaradei and other liberals said the assembly had lost its legitimacy.

"It is trying to impose a constitution monopolized by one trend and is the furthest from national consensus, produced in a farcical way," the National Salvation Front said in a statement, read by Waheed Abdel-Meguid, one of the assembly members who withdrew.

Thursday's vote escalates the already bruising confrontation sparked last week when Morsi gave himself near absolute powers by neutralizing the judiciary, the last branch of the state not in his hands. Morsi banned the courts from dissolving the constitutional assembly or the upper house of parliament and from reviewing his own decisions.

Speaking in an interview on state TV aired late Thursday, Morsi defended his edicts, saying they were a necessary "delicate surgery" needed to get Egypt through a transitional period and end instability he blamed on the lack of a constitution.

"The most important thing of this period is that we finish the constitution, so that we have a parliament under the constitution, elected properly, an independent judiciary, and a president who executes the law," Morsi said.

In a sign of the divisions, protesters camped out in Cairo's Tahrir Square who were watching the interview chanted against Morsi and raised their shoes in the air in contempt.

The president's edict sparked a powerful backlash in one of the worst bouts of turmoil since last year's ouster of autocrat Hosni Mubarak. At least 200,000 people protested in Cairo's Tahrir square earlier this week demanding he rescind the edicts.

Street clashes have already erupted between the two camps the past week, leaving at least two people dead and hundreds wounded. And more violence is possible.

The opposition plans another large protest for Friday, and the Brotherhood has called a similar massive rally for the following day, though they decided to move it from Tahrir to avoid frictions. Bands of youths have been daily battling police on a road leading off the square and close to the U.S. Embassy.

At least three independent daily newspapers are threatening not to issue editions on Tuesday in protest against Morsi's edicts and the rushed constitutional vote, according to the National Committee for the Defense of Freedom of Express, which called for the move.

The Constitutional Court's announcement that it would rule on the legitimacy of the assembly was a direct defiance of Morsi's edicts. It will also rule Sunday on whether to dissolve the upper house of parliament, which is overwhelmingly held by Islamists. Most of the nation's judges are on indefinite strike to protest the edicts.

It is not clear what would happen to the approved draft if the court dissolves the assembly. The crisis could move out of the realm of legal questions and even more into the more volatile street, to be decided by which side can bring the most support.

The opposition is considering whether to call for a boycott of any referendum on the constitution or to try to rally a "no" vote, said Hamdeen Sabahi, a National Salvation Front leader who ran in this year's presidential race and came in a surprisingly strong third.

"The people should not be made to choose between a dictatorial declaration or a constitution that doesn't represent all the people," he told independent ONTV, referring to Morsi's decrees. "He is pushing Egypt to more division and confronation."

During Thursday's session, assembly head Hossam al-Ghiryani doggedly pushed the members to finish. When one article received 16 objections, he pointed out that would require postponing the vote 48 hours under the body's rules. "Now I'm taking the vote again," he said, and all but four members dropped their objections.

"We will teach this constitution to our sons," al-Ghiryani told the gathering.

Islamist members of the panel defended the fast tracking. Hussein Ibrahim of the Brotherhood said the draft reflected thousands of hours of debate over the past six months, including input from liberals before they withdrew.

"People want the constitution because they want stability. Go to villages, to poorer areas, people want stability," he said.

Over the past week, about 30 members have pulled out of the assembly. As Thursday's session began, the assembly held a vote to formally remove 11 of those who withdrew and replace them with reserve members ? who largely belong to the Islamist camp.

As a result, every article passed overwhelmingly. The draft largely reflects the conservative vision of the Islamists, with articles that rights activists, liberals and others fear will lead to restrictions on the rights of women and minorities and on civil liberties in general.

One article that passed underlined that the state will protect "the true nature of the Egyptian family ... and promote its morals and values," phrasing that suggests the state could prevent anything deemed to undermine the family.

The draft says citizens are equal under the law but an article specifically establishing women's equality was dropped because of disputes over the phrasing.

As in past constitutions, the new draft says that the "principles of Islamic law" will be the basis of law.

But a new article states that Egypt's most respected Islamic institution, Al-Azhar, must be consulted on any matters related to Shariah, a measure critics fear will lead to oversight of legislation by clerics.

Another one seeks to define "principles" of Islamic law by pointing to particular theological doctrines. The term "principles" had long been intentionally vague, allowing wide leeway, and specifying its bases could give Islamists leverage to implement and expand the reach of Shariah.

The draft also includes bans on "insulting or defaming all prophets and messengers" or even "insulting humans" ? broad language that analysts warned could be used to crack down on many forms of speech.

The committee has been plagued by controversy from the start. It was created by the first parliament elected after Mubarak's ouster. But a first permutation of the assembly, also Islamist-dominated, was disbanded by the courts. A new one was created just before the lower house of parliament, also Brotherhood-led, was dissolved by the judiciary in June.

It is a land of myth, and of magic. It is a land of power, and of promise. It is a land of fantasy, and of freedom.

For as long as anyone can remember, Fantasim Land has been ruled by the powerful Lightearth Queens. Magnificent and beautiful, these women were good, kind, loving rulers. They nurtured and cared for their Kingdom and their people, and Fantasim Land thrived.

Everything was green. Everything was beautiful. The people were happy. They rejoiced and celebrated. People came from far and wide, seeking freedom and prosperity, happiness and love. Things couldn't possibly be better for the glorious Kingdom.

However, as things tend to do, things went wrong.

Everything seemed perfectly normal within Fantasim Land. The young princess Ophelia had just become Queen, and all was going normally. That is, all went normally until a troupe of castle guards stormed the inn, arresting all those who resisted and setting fire to the place. The fire was quickly extinguished, and panicked citizens hurried to the castle to report the incident to the Queen. Ophelia just laughed, though, and those who reported it were thrown in prison.

It only got worse. Soon, guards were terrorising the people. Much of the city was burned and charred. Many people were executed, thrown in prison, or banished to the dark woods. Children were stolen, homes were raided, and much of the Kingdom's beauty was destroyed. The people lived in terror each day.

With the birth of Queen Ophelia's daughter, Kiara, people began to live each day with hope. Perhaps young Kiara would overthrow her mother. Perhaps young Kiara would restore peace to the land. But she didn't. If anything, Kiara was even worse than her mother. The people were cold, hungry, and miserable.

Queen Ophelia soon passed away. Kiara was assassinated by a rebel force, though the rebels were quickly overthrown by the Queen's army. Kiara's teenage daughter, Cassandra, was crowned Queen.

Now, Cassandra rules the Kingdom. Nobody is quite certain what kind of a Queen she will be, though. Were the influences of her mother and grandmother too powerful for her to be a good Queen? Will a positive influence arrive and change the Queen? Or perhaps a negative influence, one to worsen her even more? Nobody's sure, but one thing is for certain: There's hope yet for the young Queen.

Scientists believe that fish ear bones and their distinctive growth rings can offer clues to the likely impacts of climate change in aquatic environments.

The earbones, or 'otoliths', help fish to detect movement and to orient themselves in the water. Otoliths set down annual growth rings that can be measured and counted to estimate the age and growth rates of fish.

"Otoliths can form the basis of new techniques for modelling fish growth, productivity and distribution in future environments," said Dr John Morrongiello of CSIRO's Wealth from Oceans Flagship, lead author of a paper published online in Nature Climate Change today.

"They are widely used to support fishery stock assessments, and are beginning to be used to measure and predict ecological responses to ocean warming and climate change.

"Millions of otoliths are archived in research laboratories and museums worldwide, and many fish species live for decades and some, such as orange roughy, live for up to 150 years.

"Their otoliths record variations in growth rates that reflect environmental conditions. Longer-lived fish and older samples take us back as far as the 1800s."

The paper, co-authored by Dr Ron Thresher and Dr David Smith of CSIRO, builds on earlier research by Dr Thresher that identified the potential of using fish 'hard parts', (such as otoliths), and deep ocean corals to understand environmental change. It outlines a framework in which Australian research institutions can analyse hard parts and assess past and future impacts on a range of species.

In the next research phase, scientists at CSIRO, the Australian Institute of Marine Science and the University of Adelaide will study selected species of commercial interest, including tiger flathead, black bream, blue gropers, barramundi and tropical snappers.

"We will use otoliths to investigate the environmental drivers of fish growth for many species around Australia," Dr Morrongiello said.

"This will allow us to generate a continental-scale evaluation of climate change impacts on Australia's fishes and help to guide the conservation and management of our aquatic environments into the future."

Dr Thresher said there had already been extensive use of hard part archives from corals to reflect on climate variability, such as El Nio events, and to reconstruct environmental histories.

"Any change identified in growth and age maturity, especially of commercially-important species, clearly has implications for forecasting future stock states and the sustainable management of fisheries," Dr Thresher said.

"A better ability to predict such change will greatly enhance our ability to forecast, manage and adapt to the impacts of climate change in marine and freshwater systems."

Receivers can then triangulate their position in the same way. That's much easier and cheaper since it uses existing communications infrastructure

China tested this idea in 2005 using communications satellites to provide positioning signals for several Chinese cities.

There is a problem, however. Geostationary satellites sit exactly in the equatorial plane so their signals can only give an east-west position. To get a north-south position requires satellites above and below the equatorial plane.

The Chinese Area Positioning System (CAPS), a navigation system based on GEO communication satellites, was developed in 2002 by astronomers at Chinese Academy of Sciences. Extensive positioning experiments of CAPS have been performed since 2005. On the basis of CAPS, this paper studies the principle of navigation constellation composed of Slightly Inclined Geostationary Orbit (SIGSO) communication satellites. SIGSO satellites are derived from end-of-life Geostationary Orbit (GEO) satellites under inclined orbit operation. Considering the abundant frequency resources of SIGSO satellites, multi-frequency observations could be conducted to enhance the precision of pseudorange measurements and ameliorate the positioning performence. The constellation composed of two GEO satellites and four SIGSO satellites with inclination of 5 degrees can provide the most territory of China with 24-hour maximum PDOP less than 42. With synthetic utilization of the truncated precise (TP) code and physical augmentation factor in four frequencies, navigation system with this constellation is expected to obtain comparable positioning performance with that of coarse acquisition code of GPS. Over his career, the bassist has worked with jazz greats such as Miles Davis, Dizzy Gillespie and Wayne Shorter, according to his website. He won two Grammys, his first coming in 1991 for Best Rhythm & Blues Song ("Power of Love") along with Luther Vandross and Teddy Vann, and the second came in 2001 for Best Contemporary Jazz Album ("M2").

The band was on its way from Monte Carlo to the Dutch town of Hengelo, the next stop on the American band's tour, where it was due to perform Monday.

The driver who was at the wheel at the time of the accident sustained fatal injuries. Police spokesman Karl Egli said the 12 passengers were injured and taken to hospitals, but none had life-threatening injuries.

Miller was discharged from the hospital later Sunday, as were fellow band members Alex Han and Kris Bowers, but some other band and crew members were being kept in hospitals overnight, according to a post on Miller's official Facebook page.
